
Executives of two of the nation’s largest banks, Chase and Bank of America, testified in Congress this morning that as many as 85 percent of delinquent mortgages are failing the Administration’s loan modification process because homeowners haven’t made trial payments or have failed to supply the necessary documentation to support their claims.
In the case of Chase, as few as two percent of eligible homeowners have received permanent reductions in their mortgage payments to help them stave off foreclosure.
“We are now working very hard to convert homeowners to permanent HAMP modifications, but we are facing challenges with borrowers completing documentation or making trial plan payments as agreed,” said Molly Sheehan Senior Vice President for Housing Policy, JPMorgan Chase. Chase has offer to modify 199,033 loans, 16,131 are approved for permanent modifications but only 4302, or two percent, have been permanently modified
Of every 100 Chase borrowers accepted for the program, only 15 will receive lowered monthly payments. 29 borrowers did not make all required payments under their trial plan, 20 borrowers did not submit all documents required for underwriting; 31 customers submitted all required documents but the documents do not meet HAMP underwriting standards which could be due to missing signatures or documents that are not current under the HAMP rules; and 20 borrowers completed all required documents and are eligible for underwriting.
Of the 20 borrowers who made all payments and correctly supplied documentation, four borrowers have been or likely will be denied a permanent HAMP loan modification, but may be qualified for other modification programs through Chase or the GSEs; 16 borrowers are or likely will be approved for a HAMP modification; and of those 16, 15 have or will likely receive a payment reduction, she said.
Documentation required for the program may include household income from several people, tax returns or tax transcripts from the IRS, credit reports, property valuations, divorce decrees, death certificates, and overtime or bonus information from employers.
Jack Shackett, credit loss mitigation strategies executive for Bank of America, said that 50,000 of the 65,000 Bank of America customers in the program have failed to provide documentation. The 15,000 who supplied correct documentation are experiencing a good conversion rate.
Shackett urged the government to find a way to accommodate borrowers who have their applications in by the program’s December 31 deadline but who have not yet signed the final modification document or who are still responding to questions about their applications.
“While there have been stories of servicers making it difficult for borrowers to submit the necessary documentation, one has to consider the flip side of the argument. Borrowers may claim servicers are making it difficult to obtain documentation when, in fact, they may just simply be hoping that the permanent modification will be approved without full documentation,” said Anthony Sanders, professor of real estate finance
at George Mason University.

Bank of America is not helpful in this mortgage mess. Tax payers did not have any vote in the passing of funds for companies such as Bank of America. They received the funds and fixed their assets. Now they are unwilling to assist customers with acceptable loan terms during these economically challenging times. I have been unemployed for 9 months. This is the first time in my career that I have experienced a layoff. I have been trying to keep my home out of foreclosure for several months. Bank of America cannot approprietly manage customer relations. To put it short, they are terrible. I have had documents lost, customer service reps be rude, receieved different answers from different representatives and have been unsucessful with any type of modification. I meet the requirements for a modification according to the guidelines, but Bank of America will not negotiate. The only way I have been able to keep the home from a foreclosure sale date is by listing it and receiving offers. The offers have been low. This process is a nightmare with Bank of America as well. They assign negotiators to your file. Everytime an offer is made, the file closes and is reopened as new. This adds an additional 45 days to the process. If you try to contact your negotiator, their mail box is full. It is just crazey. I vote to demand imediate payment for all federal funding and tax them 90% for the amount borrowed. If this would put them out of business, so be it. Thanks!

Chase is not being honest about the loan modification results. I was placed on the loan modification trial plan payments, made all required payments and send all required documents and was still declined. They said I was declined because I made to much money. What? That is imppossible when 75% of my income went to my morgage payments. Even though I was able to present current check stubs showing my income status changed, they still stuck with you dont qualify. Chase is causing the Foreclosures to increase due to insinsitivity and failure to help distressed home owners.

What a joke!! Bank of America offered us a loan modification, instead of our payment decreasing they increased it. If you could not afford the original amount due to circumstances beyond your control what makes them think you can afford the new one?!! That is not a loan modification. And then on top of that..your property value drops tremendously..!!

I have been in the Loan Modifocation process since June of this year. I was underwriten in Sept, after submitting duplicate requests for info and contacting HUD twice for counseling. I was told the paperwork was submitted to a vendor to type up in Sept. and they are “trying ” to expedite it, after me contacting them every week to ask for an update. Supposedly the underwriter, her boss, and his boss are “looking into it”. I find it hard to believe they don’t have a clue as to where my paperwork is. In the meantime, I have been making the reduced payments, but that means until the loam is permanently modified, I am accruing more shortages. It’s a bloody racket!!! I am dealing with Bank of America after trying to accomplishe this with Countrywide for a year!

The Bank of American they are not care much about people do their loan modication. they claim just get money from Gov only… They are not doing good job… base on my loan, when I called in they say, they will send me information I keep waiting and waiting 5 months already still not hear any thing… when i called in they said still on progress…. my loan has been 8 months aready, but still not the final yet….

First they get the stimulus money, then they take your home, and if you had an FHA loan, they get their money back and then keep the stimulus money since they didn’t help anyone but themselves. Now, I even had a short sale proposal. They still foreclosed on us and didn’t ever respond to the short sale request. Now you tell me who’s lying! I tried to do a modification but it turned into a collection call. My husband lost his self employment income and they thought we could still pay $2500 a month out of a net income of $3500 a month.

The information is correct in this article. I’ve been trying for a loan modification for almost a year. They’ve lost my paperwork twice. I’ve submitted all requested paperwork AGAIN and now I’m waiting and hoping that my loan will be modified.

They are not really trying to help home owners. I have mortgage with Bank of America and I have tried for more than a year to get a loan modification. I have been redirected and passed around so many times. I have submitted all the paper work twice, yet they have never responded. This is such a rip off, they are pretending that they want to help, but that is not the case. Bank of America is simply just wrong and are not willing to help home owners.

It as simple as reducing monthly payments by 30-40% to help customers make monthly payments on time. What difference should it make to them as long as they get the payments. 1500 a month for the next 20 years or 900 for the next 28 years, why should it matter to the bank? But reducing customers payment would really impact their ability to make payments and stay above water.

This is a LOAD OF CR@P!!!!! I have spent more than a year sending in documentation numerous times and it is always requested again, and again, and again. While my mortgage co was not Chase or Bank of America, I can’t believe they are all that different. My family and I now get to find another place to live because their “modification” finally raised the cost of our mortgage to nearly $500 MORE than the payment we could not afford! We have almost no debt, nothing out of the ordinary for monthly expenses and yet they could not understand why we couldn’t pay 31% of our GROSS income each month!!@ REALLY!! Do you know ANYONE who brings home 100% of their gross income?? I sure don’t!

I applied for loan remodification with Chase, called them weekly for almost a year. They said I qualified but they were overwhelmed with all the requests and paperwork. I was to be patient. I continued calling them until I got the notice that my house was foreclosed and they were selling it. This was all just a scam for the banks to get money. They didn’t use it as intended, just made more money off the interest. Now they pay it back-

i started my modifacation july 2009 to day is1 6 2010 i steel dont know head from tails evry time i call thay said im missing this form or that form .no one seem to have a strate answer to any thing, last month thay side that thar giving me ones in a life time deal or chanc to get all my docoment to gether for the 8th time i fedex evry thing thay asked for and faxed at least 8 times but the problem is i cant confirm that thay have receved any thing for 2 week evin thar fax is thare any body out thar realy passed thar test and realy got thar modefaction or just a wet dream

again i will say that Chase bank needs to have an investigation on them started, because they took my western union payments for eight months on time every month but yet, managing to lose my home because of their neglect of notifying us with proper documents of a foreclosure, really hurts hard working families like us to lose our home to such stupid people who don’t know their way or even how to do their job correctly is beyond me, uyou just don’t offer the help and then lose it because they don’t know what they are doing!!
